Retention Rates Differ Dramatically

In recently released report from the Office of Civil Rights within the Department of Education (see more on its data in the New York Times article posted earlier), it is noted that even though Black students make up less than 20% of the total students surveyed from US Public Schools, they made up 56% of those retained in 4th grade.
